INVITATION TO BID
SEALED BIDS: The Office of Business and Acquisition Services will receive Sealed Bids at 707 Third Street, 2nd floor reception area, West Sacramento, California 95605, before 2:00 P.M, October 14, 2020 for the project listed below.

A public bid opening will be held on October 15, 2020 at 3:00 P.M. at 707 Third Street, 2nd Floor reception area; West Sacramento, CA 95605. If bidders decide to attend the bid opening, to maintain proper social distancing, the bid opening may be held in the atrium. At the public bid opening, all bids received before 2:00 P.M., October 14, 2020 will be opened and recorded onto a Preliminary Bid Tabulation. Bidders do not need to attend the bid opening as the Preliminary Bid Tabulation will be made available immediately after the bid opening is completed and it will be posted to the solicitation event on CSCR.

It is the responsibility of the Bidder to ensure timely delivery of the bid. A postmark, electronic or facsimile transmission will not be accepted as meeting the delivery time requirements if the bid is received after the specified deadline. Bidders hand-delivering their bids should allow extra time for traffic, sparse parking, slow elevators and clearing security procedures.
The bids shall include all Work pursuant to the Drawings and Project Manual, and Addenda as may be issued prior to bid opening date.
Scope of Work: Provide construction to build out the South-East corner of the San Diego building’s second floor including electrical, mechanical, plumbing and fire alarm. Americas with Disabilities (ADA) modifications on the first and second floor restrooms, drinking fountains, elevators and lockers; exterior sidewalk and parking improvements are required. In addition, the contractor will be responsible to purchase and install audio visual equipment and furniture. The contractor will be required to work some tasks after hours and/or weekend time to allow work to be performed while FTB work is being performed; avoiding noise and disturbance.
License: Contractors’ State License Classification required to bid Project: B
Availability of Funds: Award of this contract is subject to the availability of funds through the State’s normal budget process and/or transfer of funds to the Department of General Services through the Architecture Revolving Fund.
Pre-bid Site Inspection: Bids will only be accepted from those Contractors wearing masks and having attended the MANDATORY pre-bid site inspection tour on September 30, 2020, at 10:00 A.M., at which time representatives of the State and prospective bidders shall meet at 9646 Butterfield Way, Sacramento, CA: Use the Mayhew entrance off of Folsom for closest parking lot to the San Diego Building. The State’s requirements for Disabled Veteran Business Enterprise (DVBE) participation and other Contract requirements will be presented. Prime Contractors are encouraged to have their Key Administrator and DVBE office coordinator attend to receive this information and to have their questions answered . Attendance for the entire inspection is required in order for bidders to be eligible to submit a bid.
Security Clearance: Bidders’ attention is directed to the deadline to contact Leia Riley, Project Director, at (916) 376-1785 no later than 4:00 P.M., September 21, 2020, and provide Pre-Register information for the Mandatory Bid Walk: (1) full name, (2) telephone number; once on site each pre registered person will present their California Driver’s License and have their picture taken. The contractor awarded the project and their subcontractors and vendors will be required to provide (3) Social Security Number, (4) be fingerprinted, (5) Show compliance with current tax reporting and payment for a full background check. Note: Pre-Registering for the Mandatory Bid Walk is strongly encouraged, however bidders who are not pre-registered will be allowed to attend; the same information will be required as pre-registering and it will add time to the beginning of the Mandatory Bid Walk.
