INVITATION TO BID
SEALED BIDS: The Office of Business and Acquisition Services will receive Sealed Bids at 707
Third Street, 2nd Floor reception area, West Sacramento, California 95605 before 3:00 P.M., July 8,
2020.
A public bid opening will be held on July 9, 2020 at 3:00 P.M. at 707 Third Street, 2nd Floor reception
area; West Sacramento, CA 95605. If bidders decide to attend the bid opening, to maintain proper
social distancing, the bid opening may be held in the atrium. At the public bid opening, all bids received
before 3:00 P.M., July 8, 2020 will be opened and recorded onto a Preliminary Bid Tabulation. Bidders
do not need to attend the bid opening as the Preliminary Bid Tabulation will be made available
immediately after the bid opening is completed and it will be posted to the solicitation event on CSCR.

It is the responsibility of the Bidder to ensure timely delivery of the bid. A postmark, electronic or
facsimile transmission will not be accepted as meeting the delivery time requirements if the bid is
received after the specified deadline. Bidders hand-delivering their bids should allow extra time for
traffic, sparse parking, slow elevators and clearing security procedures. The bids shall include all Work
pursuant to the Drawings and Project Manual, and Addenda as may be issued prior to the bid
submission deadline.

Scope of Work: Install and electrically connect EVSE infrastructure to include wiring devices and all
required associated items for a complete and operational system including required testing. Provide the
required saw cutting, trenching, backfilling and finishing of the affected lot surface and restore to
original condition. Provide and install all items shown on the drawings including the ADA accessible
ports and as specified unless otherwise noted as not in contract or existing to remain.
Readvertisement: This is a readvertisement of a Project for which bid opening was canceled. No
revisions were made to scope of original work and Drawings and Project Manual remain same as
originally issued with exception of new bid opening date.
License: Contractors’ State License Classification required to bid Project: B or C-10
Availability Of Funds: Award of this contract is subject to the availability of funds through the State’s

normal budget process and/or transfer of funds to the Department of General Services through the
Architecture Revolving Fund.
Pre-bid Site Inspection: Bids will only be accepted from those Contractors having attended both
MANDATORY pre-bid site inspection tours on June 24, 2020. The first mandatory bid walk is at 9:00
A.M. at the visitor’s entrance to CTC located at 9850 Twin Cities Road, Galt, CA. The second
mandatory bid walk is at 12:00 P.M. at the visitor’s entrance to SAC 100 Prison Rd, Represa CA.
The State’s requirements for Disabled Veteran Business Enterprise (DVBE) participation and other
Contract requirements will be presented. Prime Contractors are encouraged to have their Key
Administrator and DVBE office coordinator attend to receive this information and to have their questions
answered. Bidders are required to be in attendance for the entirety of the pre-bid site
inspections and sign out at the conclusion of each for bidders to be eligible to submit a bid.
Security Clearance: Bidders and/or their representative(s) attention is directed to the deadline to
contact Isolette Gunther at (916) 255-2706 or by email Isolette.Gunther@cdcr.ca.gov no later
than 4:00 P.M., June 10, 2020; and provide (1) full name, (2) telephone number, (3) Identification
Number or California Driver’s License Number and expiration year, (4) date of birth, and (5) social
security number, for security clearance to enter Institution. Blue denim pants and blue chambray
shirts, orange/red/yellow/white/chartreuse clothing and/or yellow rainwear, cameras and recording
devices will not be allowed. Contractors should contact the institution regarding clothing
restrictions before any planned visit(s) to the institution to ensure the Contractor and/or their
representatives are in compliance. See Document 01 35 53, Correctional Security Project
Procedures, for additional requirements.
