SEALED BIDS: The Executive Office of Sustainability will receive Sealed Bids at 707 Third Street, 2nd Floor reception area, West Sacramento, California 95605, before 2:00 P.M., March 4, 2020 and then followed with a public opening and reading of the Bids at the above address for the following project:

The bids shall include all Work pursuant to the Drawings and Project Manual, and Addenda as may be issued prior to bid opening date.

Scope of Work: INSTALL AND ELECTRICALLY CONNECT EVSE INFRASTRUCTURE TO INCLUDE WIRING DEVICES AND ALL REQUIRED ASSOCIATED ITEMS FOR A COMPLETE AND OPERATIONAL SYSTEM INCLUDING REQUIRED TESTING. PROVIDE THE REQUIRED SAW CUTTING, TRENCHING, BACKFILLING AND FINISHING OF THE AFFECTED LOT SURFACE AND RESTORE TO ORIGINAL CONDITION. PROVIDE AND INSTALL ALL ITEMS SHOWN ON THE DRAWINGS INCLUDING THE ADA ACCESSIBLE PORTS AND AS SPECIFIED UNLESS OTHERWISE NOTED AS NOT IN CONTRACT OR EXISTING TO REMAIN.

License: Contractors’ State License Classification required to bid Project: B or C-10.

Availability of Funds: Award of this contract is subject to the availability of funds through the State’s normal budget process and/or transfer of funds to the Department of General Services through the Architecture Revolving Fund.

Pre-bid Site Inspection: Bids will only be accepted from those Contractors having attended the MANDATORY pre-bid site inspection tour on February 19, 2020, at 9:00 A.M. at CCWF at 23370 Road 22, Chowchilla CA at visitor’s entrance and the second mandatory bid walk is at 11:00
A.M. at VSP 21633 Avenue 24, Chowchilla CA, at visitor’s entrance. The State’s requirements for Disabled Veteran Business Enterprise (DVBE) participation and other Contract requirements will be presented. Prime Contractors are encouraged to have their Key Administrator and DVBE office coordinator attend to receive this information and to have their questions answered. Attendance for the entire inspection is required in order for bidders to be eligible to submit a bid.

NOTE: FAILURE TO ATTEND OR PROVIDE REPRESENTATION WILL RESULT IN THE BIDDER’S ELIMINATION FROM THE BIDDING PROCESS.

Notification of Intent to Participate in Bidders’ Mandatory Walk-Through

Bidders and/or their representative(s) planning to attend the Mandatory Bidders’ Walk- Through held on institution grounds must contact Maria Martinez at (916) 255-0685 or by email Maria.Martinez5@cdcr.ca.gov by the February 5, 2020 for your participation in the Mandatory Bidders’ Walk Through.

Any interested bidder or bidder’s representative who requires reasonable accommodation to participate in the Mandatory Bidders’ Walk-Through must contact the contract analyst identified in this package two (2) weeks before the scheduled Mandatory Bidders’ Walk-Through to identify what reasonable accommodation(s) is required.

At the time of attendance at the Mandatory Bidders’ Walk-Through, bidders and/or their representatives will be required to bring their driver’s license or state OMV ident ification card to be admitted onto institution grounds.

Notice to Prospective Bidders
NOTE: Bidders and/or their representatives will not be admitted onto institution grounds unless professionally and appropriately dressed in clothing distinct from that worn by inmates at the institution. Specifically, blue denim pants and blue chambray shirts, orange/red/yellow/white/chartreuse clothing and/or yellow rainwear shall not be worn onto
institution grounds. Contractors should contact the institution regarding clothing restrictions before
any planned visit(s) to the institution to ensure the Contractor and/or their representatives are in compliance.

Additionally, electronic and communication devices such as pagers, cell phones, cameras/micro¬≠ cameras, and/or sound recording devices are not permitted on institution grounds and must be left in the bidder’s and/or their representative’s locked vehicle.

Bid: Submit Lump Sum basis as set forth in Bid Forms.

Telephones: Public telephones are not available at bid opening site.

DVBE: Participation in Disabled Veterans Business Enterprises (DVBE) program may be required for this project: Refer to Project Manual Document 00 21 00, Project Manual Document 00 22 10 and Bid Forms for requirements. Bidders are advised to commence the required DVBE procedures immediately upon receipt of drawings and project manual.

DVBE Bid Incentive: The DVBE Incentive program is being applied on this project. Refer to Project Manual Document 00 21 00, Article 18.5.

Bonds: Successful bidder shall furnish payment and performance bonds, each in the amount of 100 percent of the Contract price.
